Why are Lwaxana Troi and Reginald Barclay not present at Deanna Troi and Will Riker's wedding in Nemesis?

I wonder, how come Deanna Troi's mother and Mr Barclay are not present in her wedding ceremony portrayed in Star Trek Nemesis? By the end of Voyager, Troy and Barclay seem to get along pretty well, and Lwaxana is.. well, her mother. Will's father is not present either.
Is there an in-universe explanation? Is there a real-world explanation? Were the characters even considered for participation?
On a side note, why is Wesley Crusher wearing a Star Fleet uniform in her marriage? Didn't he give up a Star Fleet career to travel the Galaxy with his extra-terrestrial friend? Any thoughts?

In a 2012 convention appearance, Wil Wheaton talked about his appearance in this film. According to Wheaton, he found out about it and that it was going to be the last one after a chance run-in with LeVar Burton and that it was Burton who went to the producers and asked that Wheaton be included in the film. Wheaton said that only a few days later, his agent got an offer from Paramount to appear in the film and Wheaton agreed without even knowing what he would be doing, only that he would be again portraying Wesley Crusher. Wheaton also said that he asked John Logan what Wesley was doing there, was he still a Traveler and just visiting or had he stopped traveling and returned to Starfleet? Wheaton said that Logan told him he didn't have an opportunity in the script to decide that one way or the other and it really didn't matter as far as the rest of the film went and that it would just have to be one of those things left to the audience to decide which would be the case.
Wesley Crusher may have chosen another path and go travel the universe with the Traveler, but he still earned a StarFleet commission by going through the four years at the Academy. Given that the ceremony we see on screen is the 'StarFleet' one, it seems logical that Wesley wears his parade uniform. And one of the deleted scene would have him talk with Picard and explain that he was back in StarFleet:
An extended wedding scene where Picard speaks with Wesley Crusher, who confirms that he has returned to Starfleet and will be serving aboard the USS Titan.
The absence of Lwaxana Troi isn't clearly explained in universe. However, since there was a second ceremony planned on Betazed, this one following Betazoid traditions, it would seem logical that Lwaxana was on Betazed, being busy making sure everything is perfect.

It's quite possible that he sent his best wishes for the wedding but declined to come since there would quite a crowd at the wedding.
