The answer is
CALLAHAN
My infix has 99 names.
As Rand al'Thor said, this is ALLAH.
My prefix is more.
What's more than 99? 100! Or, C.
My suffix comes after XI.
unsure...
My whole is a dirty surname.

A Luke should call a Han!
I'm on the same path, but I can't figure out how does the suffix relate.

For the suffix the rot13(Terrx yrggre Kv pbzrf evtug nsgre Ah (A)) but that seems to be the opposite of the hint...

ItâÂÂs quite possible that it refers to Solo making the Kessel run in 12 parsecs.....but thatâÂÂs a nifty stretch!

Actually it more likely refers to rot13(Kv'na, n pncvgny va Puvan)

I also thought about what Luke refers to, but in addition to the concerns he raises, that wouldn't account for the A. But jafe is a geography buff, so I'll propose a place in China to get the suffix.
