In my contract I have a clause that says "[...] in case that employee leaves before 12 months period, the employer [...]". It'll say that employer shall reclaim my sign on bonus.
My question is, having 1 month termination notice, what's the earliest time I can give notice to avoid this deduction? May I give this notice in the 11th month thus working total 12 months or do I have to work full 12 months before giving notice (thus essentially working 13 months)?

Yes, you may.
As long as you don't leave before 12 months expire, you are good to go.
