Can I remove Page Owner (Business Manager) or Add New Business Manager Page Owner on Facebook Page?

If this isn't the best place to post this please let me know, I looked around and could not find a FB specific community. I appreciate it. I cannot afford a lawyer yet but within the next couple months I plan to hire one as our business needs closed and we didn't have a contract (I will definitely be more careful in the future!).
My business partner has been posting things on our facebook business page that he is monetizing or being paid for from other companies. He is also posting false info and when looking into our messages he is conning people with our page that is borderline felony criminal offense! I want to remove him as Admin of the page but when I go there it looks like he set up a Business Manager account and now that account (that he controls) is the Page Owner.

Am I pretty much screwed as once a Business Manager sets the Page Owner I cannot see how to remove them? Are they forever cemented into the page and not removeable? I looked into unpublishing and deleting the page but the Business Manager can still control that from their account. I cannot request to be added as he will deny and also I fear remove me from Admin all together.
However, I see in my Business Manager that I can add a page and when clicked it shows 
!
I didn't click "Add Page" because I do not know if that will just send a request for him to add me to the already existing Page Owner Business Manager, which he would deny and probably remove me. I tried with another personal page I have- where I am the only Admin- the page is not associated with a previous Page Owner/Business Manager. It said something along the lines of "Page added automatically as you are the Page Admin". I am Admin of the facebook page I want to become Page Owner for but there is already one existing that he controls- to sum up.
I am wondering if I add My Page if it will automatically add my Business Manager Account to the Page Owner as it did his? Can a Page have two Owners? Will it alert him if I do this and is there any type of review or approval timeline? Can he remove that new Page Owner that I created and is now in my Business Manager; am I now as concrete in Page Ownership as he is? From my Business Manager account I am assuming that we have the same privileges now, I can't in any way remove him or vice-versa?
Any other suggestions are welcome, I am starting to freak out and could really use some good news!
