HTML Card UI - Excel mapping [on hold]

I have 100+ List of Items, I have to Create a web page for this.
I am planning to create a card type UI for each item and When i am hovering the card I should get the tool Tip.
This 100+ items will be changing offen. So I am planning to Mapping this with Excel.
If I change the data in Excel, It should reflect in the UI. (Like - awesome table)
How to Do it ? Is this possible in HTML,CSS and PHP ? Can anyone please help me ?

@Summer: While Stackoverflow is probably more appropriate than workplace.SE, the question needs a lot of work to be acceptable there - as written, it is both too broad and lacks details. It looks more like a "teach me programming" type question.
