Colleague dislikes me

Long story short, currently working as a Delivery manager and a colleague within the organisation has a strong dislike towards me.
They display this in the following way:
- openly making snarky remarks about my performance around others, my performance is good, he is the only one that seems to have a problem with it which I suspect is from challenging him
- not taking any of my ideas seriously with regards to ways of working/team building, then quick to complain if things are not smooth for him
- withholding information from me so that I cannot help by intervening
- criticising me when making mistakes or not following process but making excuses when he is not following process
I have had a 1-1 with him, but it feels as though we havenâÂÂt made any progress, I have since rotated to another project and upon informing the team that I will no longer be their delivery manager this colleague seemed to be very happy. He then followed it up by treating the new delivery manager very well, which has completely rubbed me the wrong way again.
With that said, I might work with him again in future so my options are:
- ignore
- try to build a casual professional relationship
With others I am perceived as
- hardworking
- knowledgeable
- very good at my role
- pragmatic
WhatâÂÂs the best way to approach this?

You should not ignore "withholding information from me so that I cannot help by intervening" and report it to your supervisors, every time it happens.
