Asking for a “fair” pay raise

I live near the border to another country and work there. The salaries are much higher compared to the country where I live.
When I applied for the job two year ago, I didn't know exactly how much a software developer could demand.
Now I just found out (there was a list visible for everyone on the desk of the manager) that I earn about 20% less than other people with less experience than me. I earn about the same as someone who didn't even finish university yet.
The first time I asked for a raise before I found out how much the others earn, the managers made me believe I already earn a lot.



What's the best way to ask for such a big (and fair) pay raise without coming across as knowing how much the others earn?
