I've been looking for an out-of-state job for 6 months now, what else could I do?

I've been searching for an NYC job for 6 months now, trying to transition from engineering to product management. For 2 months, I was applying to engineering jobs but all of them were too far of a commute. At that point, I decided to change careers into product management as I have some experience with it and I feel it's a better fit for me.

It's been 4 months of applying to PM jobs and still nothing, only 3 phone calls and 1 on-site. I got my resume professionally revised and reviewed by PM hiring managers. I've exhausted my network so I don't have anymore leads. I don't know what else I could do other than staying at my current company and making a lateral move to PM. But I'm moving to NYC for my SO.
