What to do if my promissed work assignment was changed after signing the contract?

I work as a public school teacher. At the end of my 1-year contract period, I went to the principal and said I wanted to change what subject area I taught. I had been teaching a subject area that I felt miserable teaching. He also had repeatedly complained about my performance teaching that. I had all necessary paperwork proving I was legally qualified to teach the other subject area. He knew I had been trying to transfer the subject area for a long time and also the teacher teaching that subject was leaving.
A week later, he sent me an E-mail congratulating me that he had arranged for me to transfer to the new subject area. I signed my contract to stay on for another year. Now, after I've signed the contract, he changed his mind. He did not tell me but just assigned me the classes. The school contracts are the same for every teacher and do not list what subjects each teacher is assigned to, only that they will work for that school.
I want to transfer to another school where I can teach that subject, but he refuses to sign my transfer papers. Can I use the E-mail as proof he did not follow through with his promises, to force a transfer?
