How to Transfer Internally In Uncertain Environment?

I have been working in my current position for months now, and I'd like to transfer to a related position, Position B, in another department.
I had originally gotten final round interview for Position B, but my current position gave me an offer the day prior, and so I turned down the interview, because I thought the 2 positions were the same. I later found out that the Position B paid approx. 20% more.
My company was hiring intensively for Position B, but I had to wait until now to apply due to company policy. Now that I am finally eligible, there is talk of a hiring freeze that would cut headcount across the organization. So the environment is very uncertain.
To make matters worse, I feel under-utilized in my current position and it is very de-motivational. I have worked with people from position B who are incompetent so that I had to do their job for them. I honestly think my internal transfer would benefit the company, because my skills would be better utilized there.
What should I do now to improve my chances of internal transfer? I enjoy my current company and would prefer not to leave. Any help is appreciated!
