Purpose of work council representative attending an interview?

I will attend a technical interview in the near future for a position at a German company. In addition to technical managers, the interview board will include a representative of the local work council (as I was told). However, I am not accustomed to German work laws (I am not German) so I do not know about the purpose of this representative. Is he/she related to HR? Do I have to expect specific questions from him/her?
