How do I start the discussion with management about being promoted or paid more for increased job duties?

as an introduction I am an Information Technology support technician with over 12 years of experience. I've worked as a contractor for some well known companies which enabled me to learn a great many skills. I refer to that as Big IT, supporting thousands of systems.
In 2017 I walked away from a salaried position in an effort to continue my education. In May-June of 2018 I accepted a job that was close to campus. Additionally, the job requirements (in job title) is what I'd call junior to my skill level.
The job description contains the standard catch all line "work any special task/project as assigned" plus the additional line "helpdesk ... special projects"
My question is, if I am assigned tasks that should be performed by higher level engineers, etc... How can I approach my boss to negotiate higher pay or a plan for promotion into that support group?
