There is definitely meat being lacking to make this fully answerable... But what would you prefer: a) your manager doesn't tell you there is an issue with performance and doesn't provide tools and suggestions and targets as to how to make it better, or b) receive a plan showcasing your areas of opportunity, helping you make them better, and giving tools to achieve your goals? In which case is the manager more trustworthy?
