What are the TODOs to improve collaboration skills?

I often spend a lot of time to understand the code myself, There are occasions where I spend way too much time.
Also while working on an inter-dependent module, in which I need to collaborate with other teams, I end up coding my module without collaborating with other teams. Because of this I often have to re-write the module according to their need.
- What should I do to get rid of this hesitation ask for help?
- Any hard and fast rule to improve collaboration skills?

Silver bullets? No such thing. Pair programming, regular knowledge-sharing sessions, quick feedback (daily standups etc)., coding to tests, strong contracts, well-defined interfaces... you see why this is a comment and not an answer, but nothing as quick as a "silver bullet" would imply. Thanks for welcoming. I know there is no such thing called silver bullet but I do believe one must believe in the process and not result. So the question should what process should I follow. Thanks for highlighting it :-)

Pair programming, regular knowledge-sharing sessions, quick feedback (daily standups etc)., coding to tests, strong contracts, well-defined interfaces... you see why this is a comment and not an answer, but nothing as quick as a "silver bullet" would imply.
