Stuck in Canada without a passport

My son is trying to return from Canada to the U.S. He is a U.S. citizen. He lost his passport at the airport. He has scanned copied of his birth certificate and passport on his laptop. They will not allow him to board a flight to the U.S. What can we do?

Unless he lost his passport somewhere between preclearance and boarding? In that case he doesn't need a passport, a drivers license should be enough.

Contact information for U.S. embassies and consulates is also
