Depends what country is this visa for and how strictly they enforce use of the visa class. Usually, the reverse of what you are asking is a problem, but let's say you have a business visa to conduct business in Germany. When you are going for touristic purpose, yet at the customs you declare you are there to talk to your business partners, what difference will this make for German authorities ? Say you really went and talked to your business partners for a day and then decided to take a sight seeing tour for the next few day in that country. What's the harm ?
What if the visa is multiple entry visa, and the first visit is for business purpose, and the second visit is for touristic purpose?
